An Ounce of Prevention is Worth a Gulf of Oil

Unless you've been on the Moon (and I really hope you haven't because there's no way you'll get back due to NASA cuts), you've probably heard about the Oil Rig Explosion off the coast of Louisiana and the ensuing hemorrhaging of oil into the Gulf of Mexico.

You've probably also heard that the Powers That Be (BP Oil first and foremost) don't have a clue how to plug the hole. I think the latest ridiculous and unproven plan is to stick a giant tampon in the gulf floor.

I'm no engineer but I do have experience in risk management, and I don't understand how offshore drilling could even be contemplated without having a plan on how to deal with every possible accident.

The fact that drilling without plans to prevent exactly what is happening is even legal, completely blows my mind.

Congress or somebody has to take some serious legislative steps to make sure this can't happen again; not just the explosion, but the aftermath.
