Put the Fun Back in Dysfunctional Louisiana

Michael Brown, the guy who screwed up the handling of the Hurricane Katrina disaster, tried to defend himself by calling Louisiana "dysfunctional."

Could that have anything to do with Louisiana feeling unloved and unwanted as a result of the Louisiana Purchase?
