Good Fences Make Good Neighbors?

You've probably heard by now that a girl who was kidnapped when she was eleven, in 1991, has turned up alive. Jaycee Dugard was snatched by Philip Garrido and his wife and kept in their backyard in a series of tents and outbuildings. Jaycee gave birth to two of Garrido's children.

If all this doesn't make you run for your supply of barf bags, how about this? Garrido was on parole and the parole officer(s) never looked in his backyard. Neighbors heard kids in the yard but decided to mind their own business.

Now authorities think Garrido may have been responsible for the deaths of at least four other people, three of them prostitutes, in the area. I ask you -- if you've got a sexual deviant on parole in your neighborhood, shouldn't he be one of the first investigated?

Of course Garrido and the missus have pleaded not guilty to over a hundred counts of crimes committed against Jaycee.

Seems like a really good time to overhaul the Department of Corrections and everything associated with it. I'd much rather have a guy who snorts coke out on the street than a guy who murders and rapes.
